Aomori City’s compact city policy is often perceived as having stalled following the bankruptcy of the AUGA Redevelopment Building, but whether the policy truly stalled has not been sufficiently reviewed. This study aims to review Aomori’s compact city policy over the past 20 years in terms of plans, measures, and evaluation indicators, and to provide knowledge on the promotion of compact city policies for other cities. The results revealed the following: 1) According to the transition of the Comprehensive Plan and the Urban Planning Master Plan, the compact city policy has been consistently promoted in Aomori City; 2) According to the status of land use regulations and urban redevelopment projects, Aomori’s policies are more comprehensive than those of similar cities; 3) According to the evaluation indicators, the project has been effective in maintaining urban population density, guiding urban functions, and coordinating with public transportation. Therefore, it is not rational to say that Aomori’s compact city policy has stalled; rather, it has been confirmed that the policy continues and is proving effective.
