This paper outlines strategies for establishing a carbon-neutral(CN)industrial hub in Niigata Prefecture, with a particular focus on non-electrified sectors such as hydrogen, ammonia, and CCS(carbon capture and storage). Niigata Prefecture is home to a concentration of LNG thermal power plants and gas-based chemical industries, making it a promising region for promoting Green Transformation(GX)by leveraging existing infrastructure.
In line with national initiatives such as the ‘GX2040 Vision,’ Niigata Prefecture recognizes the need to attract businesses and foster the creation of new industries. To achieve its ambitious target of a 73 % reduction in CO2 emissions by 2040, multifaceted efforts are required, including the establishment of supply systems for decarbonized fuels, the conversion of chemical feedstocks, and the implementation of CCUS(carbon capture, utilization, and storage).
As the largest energy hub on the Sea of Japan(East Sea)coast, Niigata is working to build a regional supply chain that utilizes its ports and oil and gas fields, with the aim of becoming an international hub for hydrogen, ammonia, and CCS. Key challenges include the decarbonization of LNG thermal power plants, development of hydrogen and related supply networks, and transitioning local industries toward carbon-free heat utilization.
Furthermore, through the ‘Niigata Carbon Neutral Hub and Hydrogen Utilization Promotion Council,’ the prefecture is promoting collaboration among businesses, academia, and government, aiming for a transition to a sustainable industrial structure that leverages regional characteristics.
