[Objective]The purpose of this study was to show in detail how the concept of the “Welfare for the Aged” was formed during the deliberations of the Diet Proceedings, and the Fourth Subcommittee of the Council of Social Welfare held on June 25th, 1962. [Methods] To conduct the research, the Diet Proceedings from 1920 to 2022 and the Minutes of the Fourth Subcommittee of the Council of Social Welfare, were analyzed using the KJ method and concordance. [Results]The KJ method was used to identify 6 categories, 18 subcategories, and 82 labels. [Conclusion] We found that the formation of the key concepts, such as the “Welfare for the aged,” the three levels of consideration were the ideological level, the legal level, and the implementation/operational level, and the reconciliation of the public and private sectors’ views was important during making the decisions.
