For public use of underground space in metropolitan areas, negotiations with landholders are too complex, and too slow to develop. Act on Special Measures concerning Public Use of Deep Underground was enacted in 2000 to solve these problems. Under this law, Land ownership theoretically extends to deep underground, however, since the profit of using such land is so small that it can be ignored, the right to use underground is set by the approval of the administrative agency.
