For the purpose of obtaining a knowledge for future energy saving and decarbonization measures in the housing and building field in Japan, this paper arranges and compares the oversea trends of energy saving regulation. There are following findings: 1. Almost all houses and buildings in other countries are regulated to satisfy energy-saving standards. 2. There is remarkable difference in insulation performance standards between warm regions of Japan in westward of Tokyo and other oversea regions in same climate category. 3. New type of regulations are being implemented or examined in overseas, such as installation of photovoltaic system or net zero energy on new construction buildings.
