河川区域を主とした治水から、流域全体で取り組む「流域治水」への転換

In recent years, global climate change has been progressing, and severe damage caused by heavy rainfall has occurred every year in various parts of Japan. We river managers need to respond to climate change. This paper introduces the tackling of “River Basin Disaster Resilience and Sustainability by All” to implement flood control measures across the basin with the cooperation of all stakeholders.
