World Health Organization and the WHO Collaborating Centers on Community Safety Promotion have developed“Safe Communities”including“Safe Schools”through the“Safety Promotion”approach. This paper presents the conceptual and operational aspects of safety promotion and safe communities ( especially safe schools ). Safety promotion is the process based on all organization and links all relevant activities. In the safety promotion framework, both behavior changes and environmental changes are emphasized similar to the health promotion. Safe community movements aim at supporting communities in their safety promotion setting. The safe school programs are drove in the safe community movement. Finally, the characteristics and application of safe schools are discussed.
