The purpose of this article is to analyze the education policy which OECD (Organization for Economic Co-operation and Development) proposes. It analyzes the characteristic of the education policy which are proposed by its departments by the way of the basic literature analysis about OECD as a whole and the arrangement of the inner departments. It shows the theoretical frame to enable the verification of and comparison between the education policy of the past OECD and the present, and also the future direction. It tries to order relation the school education the continuing education system and the recurrent education system for this purpose.
