In this paper, I have shown the importance of starting with a concrete, whole student image(vision)and then returning to the vision(leading to a deeper understanding of the student image)in order to mitigate the negative aspects of the scientific rational management approaches, such as EBPM and logic models(partial optimization due to linear and analytical cause-and-effect models, and externalization
due to the imposition of indicators and models). In addition, this paper proposed a methodology for vision-driven, intrinsic, and sustainable school reform that connects the PDCA(Plan-Do-Check-Action)cycle to the creation of a learning organization. This paper also suggested that it is effective to be aware of the responsive triadic relationship(joint attention)in which the various actors involved in the school look at the children together. Finally, the need for empowering school sites by reconstructing the logic of PDCA and accountability as a value inquiry and responsibility to structural transformation in school governance and management was raised.
