This paper examines the challenges and prospects of policies that promote the
reorganization relationship between the school and local community from the adult
and community education perspectives. Specifically, this paper considers various
policies, such as the school management committee as a movement to promote
educational restructuring at the local community level, and presents the challenges
and future direction of the policies from the perspective of deliberation.
First, by tracing the evolution of discussions on the relationship between schools
and local communities, we clarify that the emphasis has shifted from the macro-level
debate on the restructuring of the education system to the discussion of the
relationship between schools and local communities. In recent years, the debate has
extended to the politics in the operation of the system. Next, we organize the current
policy challenges into three issues: exclusion in the deliberative process, the
construction of complementary relationships between ”participation” and ”collaboration.” and the transformation of community organizations. Based on this problem arrangement, we present strategies for enhancing deliberations at the micro and local community levels from the perspective of the deliberation system. Finally, we present a framework of community empowerment to realize these strategies.
