First, digital citizenship should be seen as a digital inclusion initiative to reduce the digital divide. The GIGA (Global and Innovation Gateway for All) School Initiative (1:1 PC program) needs to be understood as a social policy from this perspective. Second, digital citizenship should address the online participatory culture of young people. This will lead to an expansion of the concept of digital citizenship, as illustrated by the concept called Digital Citizenship Plus. Digital citizenship has the potential for a variety of socially connected practices, the realization of which depends on the awareness and capabilities of educational practitioners. Digital citizenship includes an educational ideal that acknowledges a new publicness and collaboration. It is linked to social movements for democracy and human emancipation.
