The purpose of this study was to make the contradiction of the regulation the purpose of which was youth protection in the information-oriented society clear through finding meaning of the media education policy in Canada. In Canada, how process and why was media literacy realized? It searched the process of the introduction and contents and moreover it pursued the consciousness of the people and the values which occurs from culture, history and geography of Canada. As above mentioned, it considered the background where a media literacy was realized and the meaning, and it attempted to ask regulation's contradiction. Why in Canada, is it media literacy rather than the regulation? As the reflection of what consciousness and in what process was media literacy realized? What is the meaning of media literacy? First, in the process, citizen group AML approach the education Ministry whereas the cooperation of the media industry was born with the taking the lead in CRTC which is a meeting of the independent administration member of the committee. It resulted in the realization of the media literacy. In Canada, the function and the cooperation of the organization are sound and the net work to make reflect the public opinion is established. Also, it found that people have values thinking much of individual which occurs from culture, history and geography of Canada and people think much of the role of the parents and the education, not wishing regulation. On the other hand, in our country, media regulation becomes strict. This is the appearance of youth protection consciousness by the country. The consciousness of youth protection causes the tendency of the regulation reinforcement However, only by protection, in the aseptic condition, it isn't possible to make subjectivity of youth. In Canada, the purpose of the media literacy is one according to the values which people demand. That is, it is to think much of the independent-ness of the individual and to make the power of the individual. If the independent-ness of the individual grows up, people have their own point of view and judgment toward the social environment which included media, and discuss each other, the social environment will improve spontaneously. In the information-oriented society, it is necessary to cultivate subjectivity and the power of individual by media literacy like Canada.
