情報セキュリティレベルに応じたネットワーク利用資格制度導入の提言

抄録

In order to assure information security on IP networks, this paper proposes to introduce a qualifying system for use of the networks, as the social system with which the use can be officially controlled according to required information security levels. Analogizing from transportation traffic system, the paper discusses some licenses and certifications which are issued to users based on security level checks. Gateways at the edge of the IP networks inspect the licenses and certifications and manage the transmission. The paper further describes image of IP network to achieve the proposal. In the end, the paper describes effectiveness of the introduction of the qualifying system and items to be studied in the future.
