The purpose of this dissertation was to develop an elementary school mathematics lesson that fosters statistical problem-solving skills. In Japan, statistical problem solving using the PPDAC cycle starts from the fifth grade, but in other countries, statistical education linked to probability starts in the lower grades of elementary school. In Japan as well, in order to develop systematic statistical problem-solving skills from the lower grades of elementary school, after understanding the PPDAC cycle using rock-paper-scissors, which is a familiar phenomenon for children, A questionnaire was conducted, the data were classified and organized, the data were presented in simple tables and graphs, and a unit was developed to create a statistical report, which was practiced in the second grade. Based on protocol analysis, descriptive analysis of children, and analysis of statistical reports, we examined the effectiveness of this unit structure. Effective results were obtained in the second grade. This suggests the possibility of developing statistical problem-solving skills from the lower grades.
