Abstract
Since the latter half of 1990's, the government of China has tried eagerly to promote a local mobile communication industry as a significant industry. They hope to alter the exclusive situation of China gigantic mobile phone market by the western multinational corporation. Local industries in China, however, have some problems such as low technologies, low qualities, and a lack of services at the huge domestic consumer market. In this situation, this paper discusses what Japanese enterprises, top-ranked in the word mobile device areas, should solve.
