Abstract
There exists a big difference among people in using informatic devices. Here, digital divide is examined in terms of capability theory. DDI (Digital Divide Index) is estimated by how access right is achieved. The data and the estimation method are the same with those used for estimating HDI (Human Development Index). The result shows that there is a big DDI gap between top twenty nations and the other ones in the HDI ranking. The difference of DDI among top twenties also seems wide, while there seems no strong correlation between HDI and DDI among the other nations. Because of the difficulty to get data on information and technology in many countries, I had to give up some sub-indices of DDI. This estimation, therefore, is limited and contains a lot of problems to solve.
