Abstract
The evaluation of IT investment has been actively investigated in each field, since "Productivity Paradox" of digital econmy is pointed out. Recently, researches were presented on "IT portfolio management" by engineering economics for projects of firms, on "Business activity analysis" by econometrics for firms and on "Federal Enterprise Architechture framework" by enterprise architechture/balanced scorecard for the government. But there are few overview papers that cover whole field of these researches. That is why this study ia darlingly challenged to take the whole of the framework, method, and results of the researches in one view.
