We have been conducted regional development activities using historical materials as members of a nonprofit organization(NPO). Special knowledge of history is required for discovering and utilizing local resources from historical materials. The cost of transferring it to tour developer is high. In this study, a volunteer tour guide designed two tour courses featuring a local historical material using an information system. A factor of the reducing costs of knowledge transfer in tourism development using historical materials is considered from the view points of sticky information.
