The Kanji character set is the most fundamental agreement in the characters based information system. In particular, since the unified Kanji code set is required for the computer based information systems, the Kanji code set has been revised according to progress of the information technologies. However, it can be thought that the difference of the Kanji character set depends on the difference of philosophy in the Kanji character information system through comparison with Japan and China about the treatment of variant characters. In this paper, the situation of variant characters in the Kanji character set is caught with the design of character based information systems, and we discuss about the difference of the system concepts through comparison with Japan and China.

When End User Development (EUD) and the Internet have become more common, it is necessary to consider the relationship between external systems and the data for individual activities. However, there is almost no system design from this viewpoint. Therefore, we performed an observation of a scholar of humanities who tried to adapt to the Internet age from this viewpoint. This paper describes the effectiveness and problems of information systems design which assumed EUD through the logicalizational systems analysis of the current research environment.

In home help staff scheduling, helpers must be assigned to individual user's services in order to ensure that all the services are provided, while considering helpers' working hours and specific services that each helper can provide. A considerable amount of time is needed to produce adequate schedules due to many types of requirements. Our aim is to help schedulers create quality schedules in a fraction of the time by developing a computer-aided support system. We conducted a questionnaire survey for all home help organizations in Tokyo in December 2010 in order to know their requirements. We also survey the current status of commercial scheduling software. Finally, we introduce our web-based scheduling support system.

Under these circumstances, BABOK has become a high expectation as the framework to improve the link between corporate strategy and business operations. BABOK provides knowledge for high-level analysis. It is a collection of business analysis knowledge reflecting best practice. However, BABOK has a high abstract expression, so it needs some adaption to applying its in practice. This paper establishes a structure for resolving the problem of eliciting and analyzing requirements which span from strategy to operation by tool sets around Systems Thinking.

Offshore software outsourcing attracts much attention because of cost benefits. In Japan mostly IT service venders on behalf of their clients take advantage of the outsourcing for cost reduction in the downstream processes of the software development. But recently some of the clients which empowered the CIOs are going to move to direct outsourcing. Those CIOs are aiming at enhancing and globalizing the IT department capabilities. This study explains the background of the idea and introduces two small case studies in which the IT departments took initiative in IT management and have developed the comprehensive partnership with an offshore vender for their globalization.

Business professionals are expected to practice systems analysis in an ever-changing environment. However, there are no methods they can directly appropriate for systems analysis of a first-person perspective (1ppSA). It is known that the conventional systems analysis with some user participation is based on naive philosophy while 1ppSA is on phenomenology. Although systems analysis requires diagrammatic expression, phenomenology does not have any diagrammatic resources. As a part of a project that we develop a 1ppSA method by appropriating activity theory that has diagrammatic expressions, we investigated whether activity theory satisfies the requirements for methods and attitudes that phenomenology poses.

In recent years, discovering and utilizing local resources have been underway to live up local areas. We have been conducted regional development activities using historical materials as members of a nonprofit organization(NPO). Special knowledge of history is required for discovering and utilizing local resources from historical materials. The cost of transferring it to tour developer is high. In this study, a volunteer tour guide designed two tour courses featuring a local historical material using an information system. A factor of the reducing costs of knowledge transfer in tourism development using historical materials is considered from the view points of sticky information.

This study examines investment behavior of firms that belong to an electric power industry and Japan's manufacturing industries. To this end, this study estimates investment functions using a panel data set from 1990 to 2009 and reveals what factors influence the investment of the firms. In particular, we compare the results between manufacturing and electric power industries because it is generally believed that the investment of the electric power industry is different from that of the other industries due to government regulation. In addition, we examine the investment of generation and transmission/distribution network divisions of the electric power industry, respectively. As a consequence, this study discusses business implications from differences of the results.

The renewable energy is expected after the nuclear accident. However, since the costs of renewable energy are higher than others, environment policy is required, and it influences on the management. Feed-in tariff (FiT), in which electricity produced by renewable energy sources is bought by the electric utilities at above market prices, was introduced in Europe. It was very effective to promotion the solar cell installation. Although the Feed-in tariff with Japanese Diet approval will become effective in Japan, could it revitalize Japanese solar cell industry? Based on the cases of FiT in Spain, Germany etc., it is analyzed that the influence of FiT information on Japanese solar cell industry.

The advance of information technologies has diversified media of newspapers. The digitization of newspapers can reduce printing and distribution costs, thus it is acceptable ecologically and economically. However, in Japan the digitization advances very slowly and each newspaper company choose an arbitrary policy of the digitization. One of the causes is an impact on the related trades. Therefore, in this paper we survey the structures and changes of Japanese newspaper trades and we contrast strategies of national papers toward the digitization. The final aim of our research is to contrive a novel e-newspaper based on the findings.

This paper proposes a conceptual framework for designing open collaboration platforms using examples from ICT platforms for earthquake disaster reconstruction after 3.11 in Japan. Recently, cross-organizational collaborations through ICT platforms are popular. However, how to design platforms for active collaborations has not been much developed yet. The paper argues the importance of "modularity of task" and "the degree of user participation defined by information reliability" as design parameters for open collaboration platforms. Findings in this paper have implications not only for earthquake disaster reconstruction but for general collaboration among groups or organizations.

ERP Forum Japan has been surveying for computerized level of Core Business Systems by asking users since late of 1990s. We have noticed there are following changes in the way of systemization for core business system execution. There are big change from in-house development to usage of package S/W in the past decade. ERP Package has been used highly among various packaged S/W. We have learned several drivers to shift from in-house development to usage of package S/W for core business systems through interviewing for leading users asking about the ways to develop core business systems to contribute enterprise management. One of problems in information sys-tem, however, is that the cost of maintenance process is more than that of development process. This reason seems to be that the delayed delivery projects need the cost in maintenance process. But, the influence, which the delayed delivery projects give in their maintenance process, is not clear. Therefore, there is no suitable measure of this problem. In this study, with the actual work data of information system, we analyze the influence and derive the feature of work for de-layed delivery projects team. Since the bursting of the nation's asset-inflation economic bubble, the minus or the sluggish growth continues to Japanese economy until today. During the two decades, many firms suffer from sales depression, and face to corporate turnaround phase. And, many of the distressed firms have tried to accept new capabilities through M&A in order to escape from the difficult situation.
Despite over three decades of research effort, the framework of corporate turnaround is not built up, and those researches are still ad hoc. Moreover, there are a few strategic studies concerning the acquisition of the distressed firm.

This study shows how to evaluate carve-out companies and how to develop the carve-out companies with parents companies continuously. Carve-out companies connect parents companies tightly, and their purpose of establishment are clear. Thus, benefits and their business plans are important. We considered the business plan by a figure with catalyst function as x axis and benefits as y axis. As a result, we found that the business plans after establishment of the companies were largely different from each other, by focusing on catalyst function or benefits. Furthermore, we found this figure showed the motibation and the trusts, and became evaluations of the carve-out compamies which aim for continuous development.

This study shows what is the best way to grow up businesses in material and chemistry fields for carve-out companies.
We considered business plan by a figure with x axis as a fellow and y axis as a size of a company. Here, fellow means stockholders, customers, person in the same business, and so on.
As a result, we found it is better business plan for carve-out companies to increase fellow with small-scale investing than to invest in a large scale without increasing fellow.
Furthermore, by adding a axis which shows mount of money in the fellow, this figure shows a size of material and chemical business, and help for a evauation of the carve-out companies.

The research on the digitalization of local governments has been concentrated on the status quo and the progress of the digitalization of each local government, not on the interactions of them. If we take advantage of the interactions, we can expect effective enhancement of digitalization among local governments. Therefore we analyze statistically the data from the annual survey by Ministry of Internal Affairs and Communication and figure out the status quo of the digitalization of local governments in Hyogo prefecture. Then we attempt to have implications for spillover effects from the perspective of similarity of digitalization between adjacent local governments. Finally, we argue the local characteristics in enhancing digitalization of local governments in Hyogo prefecture.

In the Agent-based modeling of macroeconomic system, one of the authors have confirmed the reproduction of the basic economic behaviors such as the loose equilibrium of price, business cycle in an artificial economic system composed of consumers, producers, a bank. In this study, distribution of fundamental properties in the previously developed artificial economic system such as the change in GDP during each period, consumer's asset, difference in market price of same product class, sales of each producer, etc. have been analyzed and it has been revealed that distributions of those properties are represented by power law distribution. In addition, the influence of parameter conditions such as the number of agents on the emergent behaviors has been analyzed.

Agent-based simulation has been used for many social problems as a method of analyzing real systems based on bottom-up approach. In the previous study, an artificial economic model composed of consumers, producers and a bank as been developed and fundamental macroscopic behaviors such as the market price formation, business cycle are found to be reproduced based on the microscopic rules of actions of agents and their interactions. This study aims to develop a revised model where rules of actions of business starting and bankruptcy are taken into account and their influences on the emergent behavior, such as the distribution of corporate assets have been analyzed.

An agent-based model of artificial economic system including consumer, firm, bank and government has been developed and the influences of public policies on GDP and related emergent behavior of macroeconomic phenomena have been analyzed. It was revealed that power law distributions emerge during simulation in some factors such as assets of agents and GDP increases with an increase in the ratio of efficient expenditure policy such as market purchasing. Average price increases or decreases when GDP increases or decreases, and the influence of tax rate on GDP depends on the way of public spending. Most of these results are found to be quite consistent with real data, if it is assumed that public spending includes more than 10% of inefficient factors.

The authors in this paper propose a new binary relation which compares
coalition power in the situation of social choice. The concept proposed by the authors is derived from cooperative game theory which is a model of group decision making. The proposed binary relation compares coalition power in social choice from the viability point of view which is how much the coalition can save enough power to completely control the decision of the situation. Some examples which show how the proposed binary relation works are provided. This paper provides some mathematical properties of the proposed binary relation in the framework of social choice. Some properties which show relationship between the proposed method and the decision rule are given in this paper.

The Graph Model for Conflict Resolution (GMCR) is a mathematical framework for analyzing a conflict among many decision makers (DMs). Using the framework of the GMCR requires the information of the DMs' preference. Even if complete preferences of DMs are obtained, however, the preferences might be updated by new information. In this research, under the assumption of the completeness of DMs' preferences, by incorporating the stability strength of the conflict states caused by preference gaps into the framework of the GMCR, new solution concepts are proposed with the consideration of the possibility that DMs' preferences is updated by new information.

This paper aims to provide an evaluation of coalitions of governing and opposition parties in the House of Representatives and the House of Councillors in the National Diet of Japan, using coalition power index, which is a framework for evaluation of coalition influence in group decision. In this paper, voting situations in both Houses are mathematically modeled as simple games based on seat distribution in the respective Houses. Then, influences of feasible governing and opposition coalitions are calculated based on a coalition power index. It is shown that the calculation result gives a numerical explanation to the political situation at that time.

Currently, research on the formal approach for problem solving with the use of modeling methodology is in progress. Especially well-known in this area of research is the work by Takahara, and a number of papers and books have discussed ways of solving problems using formulations derived from Set Theory. However, there have been discrepancies between formalization and implementation depending on the problems at hand. This paper introduces some sample cases that reveal this issue and explores ways to achieve correspondence between formulation and implementation.

An organization reveals a behavioral pattern in which a manager and his/her subordinates play different roles in order to achieve its organizational goal. In this pattern, a manager is called a principal and his/her subordinates are called agents, and their relations and actions to achieve the organizational goal have been generalized as a model called "Agency Model." In this paper, we will reveal the existence of a gap between the goal of a principal and the result of agents' actions. Also, we will propose a way to measure agents' efforts using the Agency Model, which may result in the closure of the gap.

Social software is effective in collecting innovative ideas from various sources. Its demerit lies in the difficulties faced in controlling its requirements. In order to avoid a divergence of requirement, some control mechanism is required when using social media for BPM. We build a goal-oriented KPIs sharing system by SaaS as a control mechanism of social BPM. The evaluation by the modeled company shows this trial system and its development process are effective in communication between BPM stakeholders. Thus our hypothesis is proved and this trial found another problem of social BPM: standardization of related processes.

BPM is used in the PDCA cycle as an environment specific tool to achieve business improvement. Information resulting from the analysis of individual activities is actively collected and analyzed. This approach assumes that the information analyzed lies beyond time and organization. This assumed condition is directly related to problems of records management. However, the appropriate management of business process activities can be seen as a key to solving these problems. This paper presents a number of considerations on a recent focus area in BPM, namely case management and management accounting. In the theme park, to reduce congestions of queuing at attractions many management policies such as information presenting board or priority tickets. There have been some researches trying to support park manager's decision making by applying agent-based simulation to analyze differences between management policies of presenting congestion information. Previous researches showed that the effectiveness of policies strongly depends on specific situations due to the uncetainty of the system essentially has. Then, we apply micro-dynamics analysis of the influence that the situation and agent's uncertainty have by focusing on micro behavior of agents, and try to support park manager's decision making.
