Abstract
In order to make a breakthrough in stagnant e-local government movement in Japan, we did some analysis on disturbing factors against e-local government and proposed a tentative maturity model to evaluate the progress or development level of e-local government for all Japanese local governments based on the framework of preceeding maturity models by Carnegie Mellon University (CMMI) and Dr. Micael Hammer (PEMM). As our model is tentative we have discussed possible future improvements based on preliminary adoptations of our model in several municipalities.
