Abstract
Information that enters into enterprises keeps increasing, and organizations should improve the information processing ability. The judgment that can deal with the change in situation is requested at the point near the site. The sharing of intelligence and the decentralization of the decision making (empowerment) are requested. These are not advanced well. The dynamism of the paradigm shift was verified by using the system dynamics. As a result, the organizational innovation that gradually corresponded to the situation was confirmed the big productivity loss.
