Abstract
An IS could be fully functional under the environmental situations assumed beforehand at the design. The environmental condition in the society in Japan which is a homogeneous environmental condition fundamentally is a tacit agreement, and is not even discussed explicitly in an IS design. However, such information systems cannot work well under international business and critical conditions, but become even malfunction. At the East Japan Earthquake Disaster, the ISs had failed in many scenes except for some special cases, and the unsuitable environmental conditions have been exposed. This paper discusses the design concept of a social IS through the narrative analysis to the victims of Hitachinaka, Ibaraki where has been discarded from the information networks after the Mega Earthquake.
