Abstract
Tokushima Prefectural Government has made use of its unique selling point; the complete fiber optic infrstracture, to attract businesses in a new way, attracting satellite offices.In this research, with focusing on Kamiyama-cho known as one of the most successful case in Tokushima lately, I compared Kamiyama-cho with other two successful cases in Tokushima; Miyoshi City and Minami-cho, that occurred around the same time as Kamiyama-cho to find common key success factors in order to generate a hypothesis on prerequisite for attracting businesses today.
