Abstract
This research is case study analyses of Google's strategy to realize an innovation through implementing elemental technologies to open standard. Web applications are services which runs on servers and manipulated through web browsers. It is needed to add new features to standard for making functions be implemented to all major web browsers. Qualitative case study has been done with participant observation at the W3C and analyses of mailing list archives and other articles of stakeholders. To lead discussions at the W3C, Google had struggled to change stakeholders' collective technological frame in and outside of the standardizing organizations.
