As for THE LOCAL GOVERNMENT CLOUD which Ministry of Internal Affairs and Communications promotes, 56 groups are formed, and each enjoys cost cut merits. On the other hand, the group which did not reach THE LOCAL GOVERNMENT CLOUD exists in a considerable number. In addition, there was a difference to a number of the constitution groups and participation rate in the formed group, and a promotion organization and a meeting body, process of discussion knew that there was a difference in total. I clarify this process and establishment / non-establishment of the local government cloud, number of the participation groups, correlation between the rate in this study.
