In order to make a breakthrough in stagnant e-local-government movement in Japan, Ministry of Internal Affairs and Communications(MIAC) has been promoting an introduction of “local government cloud" to municipalities. However, there is no evidence that prove the local government cloud contributes to promotion of e-local-government. In this study, we conduct an quantitative analysis by using open data from a research report titled "Results of Survey on Information System Costs in Local Governments" issued by MIAC in 2018 and annual reports named "Local Autonomy Information Management Overview" issued by MIAC which covers fiscal years from 2010 to 2017 and verify the effects of introduction of local government cloud to e-local-government.
