    In local governments, guidelines on information system procurement have been formulated, starting with the case of Kochi Prefecture in 2003. In March 2018, the Japanese government formulated the "Digital Government Promotion Standard Guidelines" related to the development and management of government information systems. This study focuses on the information system procurement guidelines formulated recently in the local government, and considers the way of information system procurement in the local government.

    This study is an empirical study on the measurement of the effectiveness of support policies towards new business by small and medium enterprises, focusing on municipalities' support policies for SMEs. From the pilot survey for SMEs certified in the Osaka City “Osaka Top Runner Project," firstly, this study clarifies that not only direct support, but also indirect support is important for promoting new business of SMEs. Secondly, we propose a theoretical framework to capture the effects of support policies by market orientation and informational resources on two axes. Finally, we construct one causal hypothesis about the measurement of the effectiveness of support policies to promote innovation at SMEs by local governments.

    Japan's population in many areas has already begun to decline, and there is increasing competition among municipalities to acquire residents. However, some municipalities must decline, as it is impossible for all of them to increase their population. There is also a competition for acquiring residents even within a municipality that may have succeeded in increasing its population, if viewed by subregion. It is therefore necessary to decide objectively which municipality has comparative advantage, also which subregion within the municipality has comparative advantage. In fact, as a result of conducting an analysis using a livability ranking data from one certain municipality - and discussing it with that municipality - we can assert that livability ranking data is useful basic information for municipal management and town planning.

    Conventionally, when it came to entrepreneurship, Silicon Valley in the U.S was a place that's the center of it. However, due to the wave of diversification in recent years, entrepreneurship bases tend to be decentralized on a global level. Above all, Shenzhen is called Silicon Valley of hardware, and business start-up in the smart manufacturing field is thriving. In addition to Shenzhen, cities such as Beijing, Guangzhou and Shanghai are positioned as global hubs for entrepreneurship, and efforts are being made to bring out the vitality of entrepreneurship. In this article, China is currently the world's leading industry, covering five areas: low-cost smartphones, micropayments, ride sharing, drone, bicycle sharing services, and I'll consider its marketability and business model, innovation, directionality.

    The action that a social problem is solved by social innovation using ICT attracts attention, but the concrete creation mechanism does not become clear.   • A study on dynamic capability by company size

    By using the framework of dynamic capability, we analyzed 4 groups of companies: Major enterprises, small and medium-sized enterprises (SMEs) with sales of 10 billion yen or more, SMEs with sales of less than 10 billion yen, and start-up companies. Data were acquired from 20 companies in 4 groups.

    In the analysis, we first organized the qualitative self-evaluation on "Sensing," "Seizing," and "Transforming" which are the main concepts of dynamic capability.

    Next, we quantitatively analyzed the number of new business creation, the number of suppliers, the continuation ratio of new business, and the sales per a new business in the last five years. Finally, we analyzed the results and clarify the characteristics of the 4 groups of companies.

    This study explores seasonal nomadic visitors seeking jobs as a unique socialphenomenon in Tokyo, Japan during the spring season. To understand this phenomenon, Burke's narrative framework was utilized as a theoretical foundation in order to explore narratives generated during the job interviews. As an empirical

    approach, this study applied two ethnographic research methods (self-diary andqualitative interviews) and synthesized a framework dealing with four issues in thejob travelers' requirements. This study ultimately provides a feasible guideline forcommunities of research and practice in developing information and communication technologies (ICT)-enabled information and communication protocols.

    In order to shorten the life span of new products and to improve the development speed, corporate collaboration that complements other than core technologies has attracted attention. Information sharing tools are essential, and cloud services are expected in working way reform that is not captured by time and place. However, the introduction of cloud services has not progressed, and as a factor, evaluation and value are not sufficiently known. In this research, we aim to clarify the factors that information sharing tools based on cloud services provide to idea creation activities through semi-structured interviews and quantitative analysis of web questionnaires.In collaboration with companies, information sharing tools have been found to contribute to shortening the consideration time, and present guidelines for reference when using groupware, SNS, etc.

    This study aims to identify what items demand-side should do in order to make large-scale IT projects successful from the viewpoint of the top management. I propose specific items and action details as the results of this study to the demand-side top management. In this study, I interviewed 20 experts on IT and analyzed the content of their talks, the seven factors were derived as behavioral characteristics, “Seven Behavioral Characteristics on the Demand-Side", required to the demand-side by the qualitative research method. I propose knowledge gained from the research to the demand-side top management in order to make large-scale IT projects successful.

    A lot of Companies are looking for a flat organization encouraged by development of ICT. However, a management method of a flat organization is not in place.

    This research treated a case of ICT company that had a solution business. It was generated a collaborative network from employees' relationship data of RFID tags. The network structure has been clarified by a network analysis. In addition to the analysis results, a management method used new indicators that focused a nature of links was proposed.

    Our Japanese industry-university project group of Aoyama Gakuin University investigated and studied the new educational programs for cultivating the “future strategy design" human resources during several years. The purpose of this research paper describes to propose the “system creator" capable of new product design and innovative management with advanced technologies such as IoT, AI, augmented and virtual reality. The second educational program is to propose the “business producer" capable of cloud-based business modelling, product and manufacturing strategy, and customer services.

    From the practical viewpoint of organizational management in a certain time horizon continuously, it is meaningful to build a model analyzing the initial period of “organization growth-decline" mechanism, in addition with strategies of competitive advantage at a specific time. “Organization Growth-Decline ~Mathematical Model"(Hosei Management Magazine, No.53-2 by Enta-Yushi) is applied in this research paper to the Banking Industry in Japan which was experienced a huge industrial restructuring after the Financial Crisis, and now facing the turning point of new technology pressures, together with the consideration of “selection & concentration" and “M&A" strategies under the current situation of emphasizing more on ROE management, “Corporate Governance Code" and increase of information and communication costs caused by corporation integration and enlargement.

    With the progress of digital transformation, the importance of developing a type of application called SOE has been rapidly increasing, and in Europe and the US, the use of microservices has become de facto.

    In developing this microservice, the difficulty of designing services is commonly recognized as a problem, but considering the purpose of digital transformation, it is necessary to take an approach different from the conventional method from the requirements definition.

    In this paper, we will start with service design and examine the whole system development method for implementing cloud-native applications.

    In recent years, high operational quality is required in the field of IT service management of enterprise information systems, and system failure handling is regarded as one of important tasks. Therefore, in each company the process is built with reference to ITIL etc., promotion of which is high, it is a problem in many companies. Based on the above background and problem, this paper considers "to clarify how to promote system failure handling leads to results". For this reason, we conducted a questionnaire survey at the system operation department of a company and analyzed by structural equation modeling. In addition, we analyzed multiple group structural equation modeling and discussed the differences between management staff and persons in charge.

    Electronic publishing is major with most magazines in connection with everyday life, such as a fashion and a hobby, in China. In contrast, although a Japanese electronic magazine is growing in recent years, it is not only minority in the whole publishing market, but also additional media of paper magazines. It is thought that the difference of these social situations has been caused by the difference of the design concept, such as a design for all new system of the electronic magazine publication system, or a design for reform system based on the traditional paper magazines. This paper describes the characteristics of a Japanese system design based on the comparative analysis of the electronic magazine publication system in Japan and China.

    Consumers' use of the Internet to collect information has become commonplace, and the Internet's presence as a media is increasing day by day. According to "Advertising expenses in Japan in 2018" announced by Dentsu in February 2019, Internet advertising expenses are equal to TV advertising expenses.

    On the other hand, it is difficult to link Internet access logs and actual purchasing behavior comprehensively, and can not be used efficiently in corporate advertising activities.

    We collect Internet access logs and purchase logs of monitors defined as identical.

    By comprehensively linking the Internet access log and the actual purchasing behavior, we considered the construction of the mechanism that can be used for the advertising activity of the company.

  • A case study of UNIQLO

    To increase sales, Omni-channel strategies have been increasingly used by retailers. Although Omni-channel Retailing is currently a developing business model, there are many problems to overcome when introducing its business processes because of ambiguities present in the definition. The purpose of this study is to clearly define the strategy as a business process and identify elements of information systems required for its implementation. Using a case analysis of UNIQLO (a Japanese fashion retail company), we analyze the gap between the “to-be" and the “as-is" of the Omni-channel business model; we subsequently propose a comprehensive version for logistic management systems using Omni-channel strategies. We apply UML (Unified Modeling Language) to analyze and construct the models.

    Nowadays, it becomes an issue for companies to improve employees' organizational commitment and retain human resources against the background of mobilized labor market. On the other hand, employees tend to expect to be involved in the works related to their future reward regardless of the current works predefined by companies.

    In this research, we classified activities for spontaneous work into two types: organization-oriented activities along the organizational purpose (e.g. shadow-works) and individual-oriented activities along the individual purpose (e.g. side jobs). We conducted questionnaire survey to analyze the relationship between them and organizational commitment of young employees. The results indicated there is no correlation between will to two activities and only will to organization-oriented activities is correlated with organizational commitment.

    Yamato Transport, the largest delivery company, faces problems with long working hours for drivers. It is affected by the increase in the number of delivery service handled by Yamato due to the expansion of the market size by Amazon. Nighttime delivery is increasing. This is because Amazon has developed a service that delivers to pay members the earliest day on which the order is finalized. In April 2017, Yamato withdrew from the day's delivery. In this paper, the above situation is modeled using the Graph Model for Conflict Resolution (GMCR). We calculate the equilibrium based on the four stability concepts of Nash, GMR, SMR, and SEQ. We compare the equilibrium and the actual results we have found.

    In recent years, data oligopoly by big IT companies such as GAFA has been regarded as a problem. Targeting ads, which collect lots of data and are hit according to individual tastes, are causing unintended buying behavior for consumers. In addition, consumers have become more diverse in value, as they have become physically rich, and their behaviors are represented as intangible goods consumption rather than tangible consumption. In this article, we focus on unplanned purchases among consumption behaviors that are subject to various external influences. Through the comparison with EC sites that can use personal information and real store purchasing behaviors, we will consider the relationship between individual characteristics and unplanned purchases.

    In existing researches, the methods of measuring viewer loyalties for TV program were limited to grasping the viewing situation of the program at one point of the program unit. These methods cannot evaluate based on viewer tendency, viewing continuity, or viewing time by viewer. In this research, we propose indices to quantitatively evaluate viewer loyalty for TV programs. By using these indices, it becomes possible to evaluate TV stations and TV programs from the viewpoint of viewer loyalty. In this paper, we apply these indices to a real TV program viewing history. We report several results of comparing and analyzing viewers classified by each indicator for each station and viewer segment, and predicting loyal viewers by random forest.

    In the beer brewery industry, KIRIN has been having huge share for many years, but ASAHI has dramatically improved its business performance by launching dry-beer product as a new product category. In this article, we develop a dynamic model which can explains the impact of management policies on business performance during new product category spreading. Applying system dynamics, we modeled three mechanisms as follows: (1) impact of promotion for copycat product on competitors' product in new category; (2) dispersion of investment by existence of dominant product; (3) impact of increasing production capability on inventory amount and product freshness. Moreover, the developed model was validated by comparing the transition of simulation results and actual business performance.

    As business innovation has been more essential for any companies, business CAD systems which support to design business models are proposed. These systems mainly support to make consensus among the business design team members or with stakeholders, however cannot address harmful side-effects that are not aware by design team members. We are expecting that it is able to implement a feature to make alert against harmful side-effects, by building-up a library of business context mechanisms and applied them. In this article, we discuss a methodology to build-up a library of business context mechanisms. Moreover, we propose the standardized modeling process and framework, and establishing modeling patterns and I/F rules, as a part of the methodology.

    Keyword advertising is one of the major internet advertisements. In keyword advertising, the positions of advertisements for the keyword are mainly determined by the generalized second price auction. Zhang & Feng (2011) have found that in real keyword advertising market, advertisers' bids can exhibit saw-tooth like fluctuation. Furthermore, modelling mathematically the competition with 2 advertisers, they have explained the generation mechanism of such fluctuation. In this study, using actual market data, we show that various types of cyclic fluctuation other than saw-tooth occur in real. We also show that the generation mechanism of various types of cyclic fluctuation can be explained by a mathematical model assuming the competition with many (3 or more) advertisers.

    When you design a management information system, office space should be considered. Various initiatives have been made to improve the efficiency of collaborative work and individual work by considering the physical office space in addition to ICT tools. In this presentation, we will focus on the self-regulated learning of high school students in a cram school managed by one of the presenter. Unlike learning in a regular class with instructors that follows a plan, self-regulated learning offers many opportunities for situated actions. We will present a framework that divides concentration into planned concentration and situated concentration, and discuss spatial factors that affect situated concentration.

    In the 21st century, ‘Digital Transformation' has become a recent megatrend, been hitting the business world broadly and created new possibilities and challenges of how to utilize digital technologies. Such organizations' ability to anticipate and respond to the transformations is called as Digital Readiness. Though prior research generally indicates the challenge of how to utilize digital technologies, they have failed to evaluate what enterprises should truly take actions for Digital Transformation. This study investigates enterprises in Japan by means of a web-based survey as quantitative research and interviews as qualitative research, compare approaches on Digital Transformation of successful and failure enterprises, and finally, discusses what enterprises in Japan need in order to accomplish Digital Transformation.

    The purpose of educational toys is to promote intellectual development through thinking and expression by infants and children. In this study, using Rakuten data set, we classify educational toys in 2010 review data into 4 categories: puzzles, music, blocks and balls, and analyze these data. Specifically, we perform correspondence analysis on reviews, gender, age, and evaluation of the consumer who bought the educational toy. The correspondence analysis is an analysis method for visualizing the relationship between the attribute of reviewers and the word that appears in reviews from the tabulated result of reviews. We identify which products have high ratings and which age groups are buying.

    In recent years, with the spread of smartphones, we have an increasing opportunity to compare their services in advance on SNS and word-of-mouth sites before using that service. In this study, we analyze Rakuten GORA review data about golf course. This allows us to improve our services by exploring consumer habits and service preferences. Specifically, we target the review data and the five-grade evaluation, perform correspondence analysis, and visually grasp the relation between the five-grade evaluation, the age, and the words appearing in reviews. Moreover, we perform sentiment analysis and evaluate the review data. Finally, we create a new sentiment polarity dictionary to capture golfer specific expressions.

    Bicycle use promotion plan has been decided by the Cabinet. In the future, "town development/management" that used bicycles will go in the area. The use of the “share cycle" in tourism can be said to be one example. In this paper, users who travel by bicycle focus on log data using a route search application. In this paper, we find the relationship between search results and regional characteristics. At the beginning, we will outline the data used, consider the data processing method and analyze the relationship with the regional data. Finally, we will discuss the perspectives of local governments in Japan using data from private companies to design areas and cities efficiently and effectively.

    In this paper, we discuss the effectiveness and availability of analyzing traveler's behavior and consciousness by utilizing SNS post data with photos.As the word " Instagrammable" became popular, in recent years travelers tend to post photos of their travel experiences on SNS.Therefore cycle tourism which local governments in Japan work as policy is used as an example.Based on the photos posted on SNS by travelers using bicycles, we analyzed their behavior and consciousness, and clarified the knowledge to use for management.

    In order to make a breakthrough in stagnant e-local-government movement in Japan, Ministry of Internal Affairs and Communications(MIAC) has been promoting an introduction of “local government cloud" to municipalities. However, there is no evidence that prove the local government cloud contributes to promotion of e-local-government. In this study, we conduct an quantitative analysis by using open data from a research report titled "Results of Survey on Information System Costs in Local Governments" issued by MIAC in 2018 and annual reports named "Local Autonomy Information Management Overview" issued by MIAC which covers fiscal years from 2010 to 2017 and verify the effects of introduction of local government cloud to e-local-government.

    In 2017, the Japanese government urged all local governments to enhance their information security control by cutting off the connection between the Local Government Wide Area Network (LGWAN) and the internet, and it introduced "the local government information security cloud", where each prefectural government functions as the sole connection between the local governments and the internet.

    Based on the interviews with some local government officials and questionnaire surveys, I will also consider whether these measures actually contributed to improve the cyber security of the local governments, and, on the other hand, what kind of new problems were aroused, as well as the impacts and some newly generated issues because of these measures.

    The "well-being engineering" project investigates the methods to manage well-being at the workplace through a series of research, experiments, and analyses, to improve the happiness and the productivity. This project adopts the experience sampling method to collect "what I felt good today". It can be determined whether the happiness experience is felt alone or with others. In this presentation, we assume that the increase of the happiness experience with others is positively correlated with the increase of the degree of well-being. And we will discuss the way how to increase the happiness experience with others. (95 words)

    Various statistics and survey data may be used for business judgment, although this data may not be always correct. A certain level of market expertise and academic literacy is needed to determine whether this data is appropriate or not. This paper discusses the issues revealed by the survey data and what kind of literacy is required when comparing it for ranking of livability and ranking for what kind of town we want to live in. Conclusions are as follows. It is necessary to increase educational requirements in order to get better managers. We need to do this not by simply hiring degree holders as managers but also by encouraging executive candidates to study for degrees.

    In this study, we will present the SNS marketing activity on the product utilizing regional resources. This activity is being practiced as a university's seminar group, in collaboration with a private company close to the university. The object for promotion is “Caraimo", which is caramel-coated sweet potatoes, produced in Miyazaki and Kagoshima. The activities include posting messages by Twitter and pictures by Instagram, on day-to-day basis by seminar members, and also, Re-tweet campaign and Instagrammable photo contest, giving presents and rewards for the participants and winners. We observe the effect in a certain level by the promotion activities on the recognition of the product and actual sales

    When we sale new items in e-commerce websites, we have a problem that we lack of customer data: access logs, buying history, etc.

    Therefore, methods such as collaborative filtering, might not work in these cases.

    In this study, we worked on item data clustering among Fashion e-commerce websites, and analogized which item cluster has a resemblance to the new item.

    From there, we inquest and apply the promotion method: valid to the item cluster in the past, and discuss the results in the new case.

  • Case of magazine and news delivery platform

    This study is a case study on the structure of revenue capture between publishers (contents providers) and news distribution platforms (platformers) in the Japanese magazine industry.

    Japanese magazine industry continued to decline in both magazine circulation and advertising revenue since 2000s. On the other hand, internet advertising expenses, that includes web magazine advertising expenses, continue to increase. The contents providers and the platformers are in a competitive relationship in the advertising market, but they are in a cooperative relationship in the content distribution via internet and the accompanying advertising revenue acquisition.

    This study uses the case of magazines and news distribution platforms to argue that coopetition between content providers and platforms is based on the difficulty of imitating each core resources.

    Studies on cross-selling have focused on the consumer goods industry, based on abundant purchasing data from point of sale (POS) systems. However, cross-selling, an important and traditional customer relationship management (CRM) tool, is valuable for efficiently making profits in the durable goods industry as well. Therefore, this study evaluated re-cross-purchasing factors that affect consumers, focusing on customers who had already "cross-purchased" goods in industries of high-end fashion (leather goods), IT (smartphone and personal computer), and mobility (motorcycle and car). Thus, in addition to the common factor of favorable attitudes toward brands, this study identified other factors characteristic to each industry.

    An ethnologist Dr. Tsuneichi Miyamoto surveyed the ordinary people's life in our country, in detail. Generally speaking, many people recognize as the traditional organizational decision-making system in our country is The "RINGI" documentation system, and "NEMAWASHI" negotiation. However there are unique organizational decision-making methods in the Dr. Miyamoto's survey results. And there is clear difference between the decision-making methods proposed by Prof. H.A.Simon and Dr. Miyamoto's methods. Dr. Miyamoto's organizational decision-making method is expected to highly agreement on the conclusions, among stakeholders. In order to examine this organizational decision making method in detail, it is necessary to construct a model by multi-agent simulation. In this study, I designed simulation model's elemental logic before develop the multi agent simulation model.

    In recent business environment, new technologies such as IoT, AI, big data, blockchain, etc. appear rapidly and the x-Tech corresponding to each field is booming based on these. Under these circumstances, the evaluation that blockchain will become a new foundation for building many applications is proceeding. So, in this paper, I will introduce the IoT domain as an example, and consider why blockchain is being evaluated to play such a role, what kind of change can occur when blockchain is introduced to IoT. And also I will consider how it seems to be related to the cover range of x-Tech. By doing so, we will know the direction of change in the future.
