The energy-saving standards in Japan lag way behind the global standards. In “The Basic Plan for Energy” (April 2014, approved by the Cabinet), a policy objective was set to aim for the realization of the regular new housing by 2020 and the average new housing by 2030, which consumption of residential annual primary energy was net zero (hereinafter referred to as “ZEH”). There are some builders who has been engaged on housing, however, clients hardly believe in their explanations such as “it is warm all round the house” or “it is energy-saving even if a cooling and heating equipment is constantly on”. The housing which has a performance to let heated air or cooled air escape outside despite high-performance energy-saving facilities increases energy conversely. We could stop the way of energy-saving such as putting an air conditioner on only when we are at home to save energy. From now on, it is possible for us to achieve a good life not standing the heat or cold anymore.
