In maintenance planning of urban river, it is important to reflect the actual use and opinions of citizens. Therefore, it appears to be important to understand decision making structure of receive on cultural services (CS) in the context of river development project. Thus the purpose of this study is to understand the decision-making model when citizens receive the benefit of CSs from urban river. We conducted a questionnaire survey provided from rivers in Nagoya City, Aichi Prefecture, Japan. As a result, we captured two decision-making models. The one model was time span model and the other was number of times model. The models exhibit the most influence factor to long time span in current use at river was long time span use in junior high school students. In the same way, the another model exhibit the most influence factor to increase the numbers of using river was numbers of using river in junior high school students. From these results, we suggested the creation of opportunities in junior high school students is more effective than the other various factors.
