災害リスクシナリオを用いて避難所運営を理解する試み

－災害リスクガバナンス構造の再編を目指した リスクコミュニケーションに関する研究－

抄録

From the standpoint of risk governance which supports our society resiliently, we must make some induction of change for governance structure in local communities. The authors conducted the workshop of evacuation shelter simulation and tried to observe the communication process which exchanged among participants via workshop.Through the workshop, many informal and flexible measures and action plans for disaster were proposed which are useful to change the structure of local risk governance. The workshop was held in both western Mikawa district and Kira town in Aichi prefecture. Subjects in a shelter were easily understood by using scenario, as a result, the current was formed reasonably, from solutions against the problems to concrete action plan which prevent the troubles.
