Massive natural disasters, such as the Indian Ocean Tsunami in 2004 and the large-scale earthquake in southwest China in May 2008, have occurred worldwide in recent years. For the smooth recovery of the society in the affected area, not only the Government of the devastated country but also the international organizations, such as United Nations, donor countries and NGOs, have played important roles. However, it is sometimes the case that close coordination among them has been neglected and the duplication of inputs from different organization has been reported. The optimum relationship and coordination among the central and local governments, and the international organizations is studied in this paper.
