The objectives of this study was clarified problems and measures for formulation of preliminary reconstruction and urban development plan by residents in Minami Town, Pref. Tokushima. The results of the study are as follows; (1) We established three areas autonomous disaster prevention organizations in Yuki. (2) Residents not only measuresfor disaster prevention and disaster reduction but preliminary reconstruction and urban development were proposed by heard about disaster victims’ actual experiences and participated in a study session. (3) We were able to extract residents’ local inheritance motivation is not high and residents’ reconstruction motivation is high in Yuki by hearing investigation.
