In order to support the process of disaster victims' life reconstruction, we clarified the work process structure with requirements must be realized; however, the situation after the disaster determines how much damage would occurred, people needed to be assist, and human, physical and financial resources would be available. We analyzed the data from 7 municipals’ actual requirements definition in the Iwate Victims' Disaster Master Database and developed the common operational picture of city officials' struggles about designing business work process structure under the unexpected condition.
