We performed a content analysis of local disaster prevention plans and a questionnaire survey among 102 Japanese major cities. We obtained answers from 56 major cities. From these analyses, we established a typology of information processing procedures regarding the set-up and dissemination of an official evacuation advisory. We created a typology of the timings of preparing for refuges, as well. These patterns of information processing procedures can be used as candidate organizational structurs from which major cities can choose the best one through their functional exercises.
