This article shows methodology and technology of quantitative evaluation of a functional exercise for disaster preparedness for local governments. We created an efficient supportive ICT system for recording responses done by each section of a local government while they are jointly dealing with exercise injects. The system enables multiple controllers and evaluators to coordinate smoothly and precisely chase the information with which the network of government sections processes. This unique feature of the system was verified in a large functional exercise in Kitakyushu city which involved 488 participants in January 2014. The ICT system successfully provided quantitative evaluation from several angles regarding the coordination of various sections in the city government.
