This paper aims at analysing the sufferer's evaluation toward the reconstruction plan and the life reconstmction support,This survey was carried out by distributing questionnaires to 498 sufferers who had reconstructed in Kobe City in 1998.As a result,the items of the lowest evaluation were life support,administrative response,financial support system.Items with which the sufferers were satisfied were the completement of reconstruction projects and various services and supports by Local government.Many of the sufferers are unsatisfactory and a few of them are satisfactory with the public recovery and reconstruction measures.
