Although the preparation of Pre-disaster Recovery Plans (PDRP) for earthquakes and tsunamis is mainly in progress in Japan, the plans are limited for meteorological disasters. Florida in U.S., where natural disasters such as hurricanes and floods occur frequently, had implemented a PDRP Pilot Project since 2006. This research aims to analyze how the PDRP has been used in peace since 10 years from the adoption and the implementation in Hillsborough County, Panama City, and Palm Beach County, Florida. The results indicate that "Recovery Plan" is independent from the PDRP through the revisions, as a result, PDRP shifted its focus to long-term recovery. Furthermore, the county government plays a central role in coordinating among cities to implement proactive action plans which designated in the PDRP.
