In order to understand the current situation and issues of the system of liaison officers, which liaison officers are dispatched from prefectures to disaster-stricken local governments at the time of a disaster, and to clarify potential issues, an interview survey was conducted targeting cases in which the system has not been changed since the system of liaison officers has been in operation and cases in which the system was reviewed. As a result, potential issues were identified due to the lack of improvements in response to lessons learned from past disasters and issues that arose through the operation of the system. For the potential issues that were identified, improvement policies were discussed based on the status of the review of the liaison system.
