There have been many cases in which people with disabilities, the elderly, and others who need special support at the times of disasters have died as a result of past disasters. In May 2021, the Basic Act on Disaster Countermeasures was revised, making it mandatory for governments and others to make efforts to create individual support plans for those who truly need assistance. In line with this change, the Cabinet Office has released action guidelines for preparing individual evacuation plans, but has not yet provided detailed procedures.The purpose of this study is to clarify the operational procedures of the welfare department at Takashima City, Shiga Prefecture, which is one of the pioneering examples of making individual support plans in accordance with the contents of the action guidelines.
