In this study, we evaluated the effectiveness of measures to improve the safety of tsunami evacuation by utilizing underused land, considering multiple tsunamis of different scales. Specifically, we estimated improvement in the safety of evacuation that would occur by removing vacant houses to reduce the risk of road blockage due to the collapse of houses within the evacuation route in the event of an earthquake, or by utilizing the vacant space as an evacuation route. Since the tsunami scales is indefinite, safety measures must be put in place for various tsunami scales, which were taken into consideration in this study. It was shown that the effectiveness of countermeasures under consideration can be clarified in more detail by conducting analysis anticipating tsunamis of various scales.
