Several prefecture governments which are threatened for high earthquake disaster risk has been established the Action Plan for Disaster Reduction. A goal of those plans is establishing holistic disaster reduction framework and managing the processes of disaster reduction activities. This paper clarifies issues in the established action plans according to the following perspectives, 1) comprehensiveness, 2) practicality, and 3) effective process management, and finally proposes planning procedure managing the clarified issues analyzing planning process of the Nara Prefecture Action Plan for Disaster Reduction and its contents, which was established through collaborative work between specialists and stakeholders.
