Basis of simulation to evaluate rescue activity for the weak people in earthquake disasters is shown. The models of street blockage, fire spread, and human behaviors using Multi-Agent Simulation, are integrated. The research area is a densely populated wooden area in Suginami, Tokyo. Firstly, detailed risk evaluations about street blockage and fire spread were made. Secondly the rescue activity for the weak was modeled, and simulations were carried out.In case studies, when highly dangerous areas considering the risk evaluation were intensively rescued, rescue activity improved. Some rescue strategies were compared and evaluated. This method will be useful for rescue planning.
