This study proposes an English learning system that focuses on cooperation and competition to sustain motivation. The proposed system employs dictation as a learning method and offers three modes: (1) a pair learning mode, where users collaborate on English sentences with a partner; (2) a measurement mode, which quantifies users' listening ability; and (3) a single learning mode, where users study at their own pace. The system primarily consists of a Moodle server for account management, a file server for delivering audio files, a browser interface for instructors, and browser interfaces for learners. It utilizes WebRTC for direct browser-to-browser communication. A significant increase in learners' TOEIC-IP listening scores before and after the experimental classes demonstrated that the proposed system is particularly effective in enhancing listening comprehension. Furthermore, scores obtained in the measurement mode showed a moderate to strong correlation with TOEIC-IP scores. Feedback from post-experiment questionnaires indicated that the cooperative and competitive elements in the pair learning mode effectively sustained learners' motivation.
