Abstract

Higher education policy requires universities to make learning outcomes visible and establish quality assurance in education. Institutional research is expected to assess student learning outcomes and improve quality of education. This paper examines issues of institutional research from the viewpoints of effectiveness and limitations, characteristics of quality assurance in higher education, theoretical framework of student learning, and practical knowledge of institutional research.
