This study focused on using a rubric to evaluate the performance of clinical pharmacists. The challenges lay in setting proficiency levels for performance and assessing non-professional competencies. The rubric needed proficiency levels that examined the relationship between basic social skills and the metacognition of working adults. Thirty-five participants from 15 hospitals joined the study in April 2021 and were evaluated for two years to demonstrate reliability and validity. The total score for proficiency had a median of 66.2 points (interquartile range (IQR): 55.4–72.8). The average total scores were 148 points (IQR: 134.5–157) for basic social skills and 113 points (IQR: 104.5–126) for metacognition. A multiple regression analysis revealed that metacognitive control strongly correlated to the performance of clinical pharmacists. The creation of proficiency levels enabled an appropriate evaluation of individual differences in ability. Therefore, various non-professional competencies should take into consideration personal qualities and characteristics.
