リスク指標とリスク比較について―リスク管理，放射線防護およびリスクコミュニケーションの視点から―

In risk assessment, risk indices such as lifetime expectancy are estimated to be used for risk comparison as a guide to control the measures in risk management. In recent years, disability-adjusted life years (DALYs), which were proposed by the World Bank and the World Health Organization, are attracting attention in public health and environmental risk assessment. In the meeting organized by ICRP Liaison Committee of Radiation Effects Association, there were four lectures and discussions; the role of risk comparison in risk studies, risk comparison in terms of risk analysis, DALY evaluation and its utility in public health, and radiation detriment as a risk index used for radiological protection. The meeting discussed the possibilities and challenges of unified risk indices and also whether they are useful in terms of risk assessment, risk management and risk communication. While the usefulness of risk indices and their comparisons was emphasized, the difference in the nature of risk indices applicable to individuals and common society were discussed. Several points indicated importance of how to use risk indices and of the characteristic that allows us to see the whole picture of risk. This article summarized the outlines of the lectures and discussions.
