To improve the academic language proficiency and reading ability of elementary school children with foreign backgrounds, we prepared reading materials for science and social studies. This study reports the reading materials’ content and the policies and procedures followed in their preparation. The trial version of the reading material includes vocabulary related to the subject and is characterised by the following: 1) extensive use of visual information such as illustrations and photographs, 2) use of familiar situations in school and daily life, 3) comparisons between Japan and other countries, and 4) fewer words per page. Subsequently, we will promote the effective utilisation and the further creation of such reading materials.
