Abstract
There are two attributes in small and medium enterprise management consultants (SMECs). One is self-employed consultant, another is employed by enterprises. It is difficult for the employed SMECs to charge a fee due to side business prohibitive regulation, even if they offer consulting service to small and medium enterprises (SMEs). Therefore, they have difficulty in covering their expenses and improving the quality of service. In this report, it verifies that they can improve the quality of service, if they receive remuneration for their consulting service from SMEs. The remuneration leads to virtuous circle to improve both the consulting service of the employed SMECs and the quality requirement of SMEs. This report can contribute to the activities of SMECs and the business of SMEs.
