Abstract

 This dissertation is a study on the interchangeability and the gap between the 1978 STCW Convention and the 1995 STCW-F Convention to seek the bridge between the conventions. Contents of the current STCW-F Convention are poor and outdated compared with them in the STCW Convention and the Code. However, the comprehensive review of the STCW-F Convention has been completed in the HTW Sub-Committee of IMO; and the amendments are expected to be adopted in 2024. After 2024 amendment, the contents of the STCW-F Convention will be bulky, detailed, updated, and practical. Accordingly, number of contracting states are increasing in recent years. The presence of the STCW-F Convention is increasing. The interchangeability and the gaps between the STCW Convention ant the STCW-F Convention after 2024 amendment are examined in this study to bridge the gaps. As a first step this dissertation is focused on the standards of competences for deck officers.

 Knowledge, Understanding and Proficiency (KUPs) were extracted from the tables A-II/1 and A-II/2 of the STCW Code and tables A-II/1 and A-II/2 of the STCW-F Code, and compared.

 From the analyses of the data compared, high similarity between the two convention was found. Moreover, to bridge the gaps between the conventions, supplemental competence tables for seafarers who has CoC issued in accordance with STCW Convention, wish to be certified as a skipper or deck officer of the STCWF Convention, as amended, were provided in the annexes 3 and 4.
