There are many housing problems such as low standards and inflexible uniformity of both building and dwelling units on the public housing estate especially constructed from the mid 1960’s to the early 1970’s in Japan. The problems are all the greater because the housing estates were planned on a mammoth scale. We selected the M dannchi, the largest public housing estate built by the Tokyo Metropolitan government, as a typical example of the kind of housing problems faced.
